Full employment cannot always be guaranteed by increasing the total workload, as total workload is dependent on the demand for products. If demand for products is only at a certain level there is only so much work. In order to guarantee full employment an employment agency can be created that will organize the total workload into the correct amount of jobs. The employment agency will be operated based on the three following principles. One, that full employment can be guaranteed by organizing the total workload into the correct amount of jobs. Two, that applicants will be allowed to choose their jobs as much as possible. Three, that employees should work near where they live as much as possible in order to help eliminate rush hour and shorten their commutes.

Organizing can be done through a website where every company uploads their data. Data of companies should include total hours of work and total current employees, as well as total hours of work at each position and total employees at each position. Based on which positions have the highest average hours worked per employee will allow us to determine which positions can have the workload broken up and organized into more jobs, and which companies can hire more employees with the greatest ease. Companies will still post normal job openings on the website for positions they are in urgent need to fill. But based on supply and demand between applicants and openings, more jobs can be created if necessary. If some companies are in need of workers more than others, transfers of employees could also be made. Jobs can be created based on which companies have the highest average hours worked per employee at each position, as well as based off which types of jobs are in highest demand. Applicants will have accounts where their desired job types are listed. The website can keep track of how many accounts are actively searching for jobs, and what type of jobs are being searched for. The website can then create jobs based off this data and data uploaded by companies. Creating the most efficient way for companies to upload data will be analyzed, possibly integrating it in with the tax payment process so data reported for taxes to the government is essentially uploaded onto the website at the same time.
2. Applicants should be allowed to choose their jobs as much as possible, assuming they have the qualifications and skills. Applicants will be able to create an account on the website that will have options which can state they are actively looking for jobs, as well as what type of job they are looking for, as well as a digital resume that will allow the website to match their qualifications to job openings. When applying for jobs, applicants will be able to create a list and rank which jobs they want the most. Rankings will help companies make better decisions when hiring, as they will know which applicants want the job the most. If there are not enough overall job openings, job openings that match applicants desired positions can be created based on company data. Choice of occupation will increase worker happiness and motivation, as well help companies as they will have a more dedicated work force. Companies will still have the ability to terminate employees if they are not performing.
3. Employees should be encouraged to work near where they live as much as possible as this will help eliminate rush hour as their commutes will be shorter and less cars will be on the roads. In order to help employees see which jobs are closer to where they live, the website will have a map with all job postings on it. The map can have filters so only specific types of jobs will pop up. Settings on the applicant’s account can be created to show they are willing to relocate. For employers a map will be created showing where the applicants live, this will make it easier for employers to hire based off of location of the applicant. Employers that have branches will be encouraged to reorganize employees based on where they live, so employees work at the closest branch to their residence. A feature on the website could be created that allows employers to view employees of all companies by type of position on a map based on where they live, this could enable companies to work together and potentially reorganize their employees so they work near where they live.
Implementation - Implementation will start by requiring all companies in Portland to use the website. Initially we will just have companies post urgent openings, and enable applicants to rank their job choices, and have maps to organize job listings for applicants, and maps to organize applicants for employers. After this portion of the website has been operational for a while, we will start to work with companies in effort to upload their data onto the website. It is important data is uploaded in an efficient manner so no unnecessary burden is placed on companies. We may work with job websites such as indeed, and craigslist and attempt to have them adopt some of these features.
